Jesus says in John 7:38, "Whoever believes in me, as the Scripture has said, streams of living water will flow from within him." Although I believe this is true, there is no new or old testament scripture that says this. Where was he quoting from? -- Skip Gross

This does not appear to be a direct quote. Rather, it is an idea or theme that is being cited. The notion of flowing, living water appears in Jeremiah (2:13, 17:13), Zechariah (14:8), and Ezekiel (47:9; see also 12:17-19). Other verses speak of something similar (e.g. Joel 3:18), and even in the writings of John we find living water (John 4:10-11; Revelation 7:17). Perhaps we could paraphrase the passage to read, "As the Scripture teaches, streams..."
