Yes, I think it is. That means that Ezekiel 47 is not a literal passage. The temple is "rebuilt" as people come to Christ; it is not waiting to be rebuilt in physical Jerusalem.

There are other passages on streams of water in the OT. Maybe expand your search—there are more passages to consider. The outpouring of the Spirit (hence the water analogy) is often mentioned in the OT, not just the NT.
