I got asked a bit of a stumper the other day. Paul received the indwelling of the Spirit at baptism, but he was laid hands on by Ananias, who was not an apostle. This also took place before Paul met the other apostles. So how did he receive the miraculous gifts? My assumption is that he was given them by Jesus. -- James Lappeman (Cape Town)
I do believe that when the apostles laid hands on others, they could impart supernatural spiritual gifts. (Not natural ones -- the distinction is important but outside the scope of your question.)
Go back through the gospels. You will see that the apostles received their gifts from Jesus. Paul is not an exception! Yes, he received them directly from the Lord.
