No, the Scriptures do not speak directly on this matter. However, there are principles to be considered. 1 Timothy 5:2 says we men ought to treat the younger women with absolute purity, like sisters. (But also see Song of Songs 8:1 -- there may be cultural issues in play.) This, I believe, speaks to your question. At the very least, assuming you feel comfortable with a kiss, it affects the type (and duration?) of kiss you might offer your sister in Christ.
Another passage to consider is Hebrews 13:4. The sexual side of the male-female relationship is reserved for marriage. (For a sobering study, compare Shechem, Genesis 34, to Jacob, Genesis 29.)
So while we have no direct word on the matter, there are a few biblical principles to apply:
* Male-female relationships remain brother-sister relationships, even when we are strongly attracted to fellow Christians of the opposite gender.
* Sexual purity.
* The sanctity of marriage, and the patience working towards a godly marriage requires.
